Joint Land Use Permit System
In 2004, Ouzinkie Native Corporation (ONC) joined with Afognak Native Corporation and Natives of Kodiak (NOK) to form the Joint Land Use Permit System. The lands administered under the Joint Land Use Permit System include land on Afognak Island, Kodiak Island, Raspberry Island, Spruce Island, and Whale Island as depicted on the attached land ownership map.
Protecting our lands from illegal trespass and abuse is the primary goal of the Land Use Permit System.
All users of Afognak, NOK, or ONC lands must acquire a land use permit.
Afognak, NOK and ONC appreciate your cooperation and respect for our lands. Successful and efficient implementation of our Joint Land Use System and compliance with our Joint Land Use Rules will facilitate the continued use and enjoyment of these private lands, now and into the future. Use of ONC Lands
The general public who wishes to access ONC lands is required to obtain a land use permit in advance. ONC Land on Spruce Island is restricted for all purposes, except for visits to Monks Lagoon for religious purposes. Visitors should notify ONC at least 24 hours in advance of a visit to Monks Lagoon.
Ouzinkie Native Corporation owns lands on Spruce Island, Afognak Island, and Kodiak Island. Shareholders can access these lands for recreation, and are encouraged to carry a shareholder identification card or land use permit when accessing lands. Any in the general public who wishes to access ONC lands is required to obtain a land use permit in advance. ONC Land on Spruce Island is restricted for all purposes, except for visits to Monk's Lagoon for religious purposes. Visitors should notify ONC at least 24 hours in advance of a visit to Monk's Lagoon.​
